PLANT-A-TREE PROGRAM

The Town of Culpeper Parks and Recreation Commission invites all individuals, businesses, educational institutions, and clubs and organizations to donate funds toward the planting of trees in Culpeper. The Town will accept donations in amounts of $25-$50 and will purchase and plant the trees in various locations around Town. At the conclusion of the campaign, all individuals, groups, and organizations will be publicly recognized.

The Town will accept donations on a rolling basis, year-round. All persons interested in making donations should contact the Department of Planning and Community Development at (540) 829-8260. Please make donations in the form of personal checks or cash only.

TOWN PARKS
RULES AND REGULATIONS FOR ALL TOWN PARKS

Kestner Wayside, Lake Pelham, Mountain Run Lake Park, Yowell Meadow Park, and all neighborhood parks

IN GENERAL


The following rules and regulations provide for the safe, enjoyable use of all Town parks subject to rules of conduct for the protection and safety of all citizens of the Town of Culpeper.


All areas, amenities, and facilities located in the parks are open for public recreation year round during daylight hours. No person is allowed in the parks between one hour after sunset and one hour before sunrise, except upon special permission from the Town Manager.


Do not litter. Help keep the park areas clean by using conveniently placed trash receptacles for all garbage and rubbish. Clean-up of the pavilions before and after use is the responsibility of the person using the facility. Any person(s) using the park who fails to clean-up trash or other debris left by his/her use shall be held liable to the Town for all costs incurred in removing such trash and debris.


RULES & REGULATIONS


The following items and activities are strictly prohibited in all Town parks:

  • Alcoholic beverages;
  • Boating without town permit and decal;
  • Boats with gasoline motors on lake or pond;
  • Commercial activity except pursuant to a specific contract with the Town;
  • Damage or vandalism to any facility, amenity, tree, or shrub;
  • Drugs;
  • Fishing without individual Town permit in addition to a valid State or County fishing license;
  • Gambling;
  • Glass containers;
  • Ice skating;
  • Littering;
  • Loud noise or music without prior approval of the Town Manager;
  • Motorized equipment or vehicles, except in the parking lot;
  • Pets, dogs, or other domestic animals running at large;
  • Swimming or wading in Mountain Run Lake, Yowell Meadow Park's pond or the stream, Lake Pelham, or Mountain Run Lake;
  • Skateboarding or bicycling without a helmet;
  • Skateboarding in non-designated areas; and
  • Horses.

YOWELL MEADOW PARK SKATE PARK FACILITY


The skate park facility in Yowell Meadow Park was completed in 2004.  This facility is located near the intersection of Blue Ridge Avenue and Sperryville Pike (Route 522). The facility is of a modular design and has the ability to add on and change layout. Culpeper's skateboarding youth are excited about this new development and several youth were on the subcommittee for the project. The Town requires all skaters to wear a protective helmet and to purchase a sticker from the Town and to sign.  Skaters aged 18 and above and parents of minor children must sign an Assumption of Risk Waiver and Indemnity Agreement.  The Town Police Department has officers assigned to the skate park who will enforce the rules and regulations of the facility.

Skate at Your Own Risk

  • All skaters and spectators on public property act at their own risk.  The Town of Culpeper, its elected and appointed officials, departments, agencies, employees, and agents bear no risk for personal injuries to skaters and spectators.
  • Remember skating is a privilege and not a right.  An infraction of the rules may result in the loss of skating privileges.  Vandalism of ramps and the use of BMX pegs are grounds for permanent loss of skating privileges.  Other infractions may result in suspension of skating privileges.
  • First-time participants must sign an assumption of risk/indemnification agr eement with the Town of Culpeper prior to skating.   A decal sticker verifying that this agreement has been signed with the Town of Culpeper must be displayed on the user’s helmet. 

Rules of Safety

  • All skaters are required to wear appropriate safety equipment.  An approved helmet with chinstrap is MANDATORY.  Elbow and knee protection are also required – either with pads or by clothing which covers knees and elbows.   The use of a mouthpiece is recommended.
  • Skateboards and In-Line Skates are permitted.
  • BMX bikes are permitted only if pegs are removed.  Pegs are metal objects attached to the wheels of BMX bikes.  These are very destructive and will damage skate ramps.   Therefore, the Town reserves the right to prohibit BMX bikes in the future. 
  • Scooters and mountain bikes are not permitted. 
  • The Town of Culpeper reserves the right to assign separate skate times for skateboarders, in-line skaters, and BMX bikers.

Rules of Behavior

  • No skating is permitted outside the skate park area which includes the pedestrian paths. 
  • Spectators should remain on the bleachers.  Spectators should not stand in front of the ramps.
  • No glass objects are permitted on the skate park surface
  • Profanity, recklessness and/or rowdy behavior are prohibited.
  • No personal music devices are permitted in the skate park.
  • No trespassing or skating when the facility is closed. 
  • No alcoholic beverages or drugs are permitted on Town property.  Yowell Meadow Park is a drug-free zone.
  • No food, including chewing gum, is allowed in the skating area area.
  • No pets are allowed on the skate park surface.

 

MOUNTAIN RUN LAKE PARK

RESERVING FACILITIES & SPECIAL EVENTS


Applications for reserving pavilions, soccer fields, baseball fields, tennis courts, or other facilities are on a first-come, first-served basis. Applications are available at the Department of Planning & Community Development, 400 South Main Street, Suite 301, Culpeper.


Unless posted otherwise, the Mountain Run Lake Spillway is available for recreational use on a first-come, first-served basis from the control section toward the lake. Reservations for its use are not issued. Special care must be taken to maintain the integrity of the turf in the spillway.


Applications for major special events, which include live bands, amplifiers, or the selling of or commercial preparation of food requires prior review by the Town Parks & Recreation Commission and subsequent approval by the Town Manager. Applications are available at the Department of Planning & Community Development, 400 South Main Street, Suite 301, Culpeper.


FACILITY RESERVATIONS FOR YOWELL MEADOW PARK AND

MOUTAIN RUN LAKE PARK


To reserve a pavilion at either park, or the soccer field, baseball diamond, tennis courts, or other facilities; please contact the Town Planning & Community Development Department at 400 S. Main Street, 3rd Floor, Culpeper VA (540-829-8260). The fee for reserving a pavilion at Mountain Run Lake Park is $25.00 weekdays and weekends for each pavilion (for all events, major and minor). Reservation fees at Yowell Meadow Park for events ranging from 0-99 persons are $15.00 weekdays and $25.00 weekends; and major events with 100 people or more are $100. All reservations for facilities are made on a first come, first served basis. For convenience, the following forms and maps are provided below.

MAJOR EVENTS


A major event is characterized by large groups of people (other than reunions), involving bands, sale or preparation of food, etc. An application for Major Events is available through the Planning & Community Development Department. The application must be received 45 days in advance of the event. The Parks & Recreation Commission will then review the application and forward a recommendation to the Town Manager. Please inform us if your event will involve commercial activities or a request for overnight camping.

BOATING & FISHING ALLOWED IN CERTAIN AREAS


Boating and fishing are allowed in certain areas. Boat permits and decals are required before the boat may be placed on the lake. Boating permits will be revoked if any passenger is under the influence of alcohol. Only boats of safe and substantial type and structure are allowed on the lake.  Electrically-propelled or self-propelled watercraft (i.e. sailboats, canoes, rowboats) are permitted.  All watercraft shall be Coast Guard or safety association approved.  Soft rubber-sided watercraft (i.e. inflatable dinghies and inner tubes) are prohibited.


MOUNTAIN RUN LAKE PARK BOATING AND FISHING


Boat Permits: Fees - $25. Permits are valid for two years and are issued in odd years. Permits may be purchased in even years for 50% of the two-year permit price. No gasoline engines are permitted. Boating permits and decals are available at the Town Treasurer's Office, 400 South.Main Street, Culpeper.  Hours are 8 a.m. to 5 p.m., Monday through Friday.


Fishing User Certificates: Fees - $2 per day or $10 per year. Senior citizens and disabled persons may purchase a lifetime user certificate for $10.00.


Fishing User Certificates are available at the Town Treasurer's Office at 400 South Main Street, Culpeper.  Hours are 8 a.m. to 5 p.m., Monday through Friday.


In addition to the Fishing User Certificate, a State Fishing License is also required. www.dgif.state.va.us/fishing/regs/section1.html


Regulations: 16-64 years of age need a license to fish on any public waters.

TOWN CODE


Refer to the Town Code, Chapter 15 for further information regarding parks and recreational areas. The failure of any party to observe and obey these rules and regulations shall be considered sufficient cause for Town authorities to disapprove subsequent applications from that party for use of any park.
